Before the United states joins the War


Neutrality Acts- Americans were hesitant to join the war due to the neutrality Acts that had been passed in 1935-1937. These acts left the U.S. neutral in wars that didn't involve them.
The first act allowed the president to restrict shipments of arms to the aggressors, and allowed the president to warn U.S. citizens that they chose to travel on the ships of the aggressors at their own risk.
